Also, every able body in a shelter needs to be up-and-at-’em after breakfast trying to find work, find other shelter, find career training, find treatment, and find something productive and purposeful in life.
Politicians, lobbyists, and NIMBY-ists also need to get out of the way of people lifting themselves out of poverty. No more zoning against tiny houses and multi-family units, no more medallion requirements for Über-driving or license requirements for hair-braiding, no more capital gains taxes on investers in job-creating producers of inexpensive goods and services.
Being self-reliant in thought needs to include self-reliance in deed as well.
